Since 1991, the Federal Office of Rural Health Policy (ORHP), Health Resources and Services Administration (HRSA) has made grant awards available to rural health consortia through the Rural Health Outreach Grant Program (RHOGP) to enhance the availability and quality of essential health care services for rural areas. This study looks beyond the accomplishments of program grantees during their period of grant support to several years following the expiration of RHOGP funding. Organizational and operational characteristics of 99 rural consortia supported by the RHOGP are analyzed to assess the degree to which participation in the RHOGP contributes to the strengthening and stabilization of local health care capacities.
