This paper examines one state’s efforts to provide insurance for uninsured rural citizens via MinnesotaCare, a health reform package passed in the legislature in 1992, via indirect assessments and comparisons using census data, vital statistics data, and county-level MinnesotaCare enrollment figures. The evaluation of MinnesotaCare enrollment based on county geographic and socio-demographic factors identified few modifiable factors. However, the evaluation identified counties with unusually high and low enrollment rates.
