This paper is a discussion of the possible unintended consequences of state health care and Medicaid reform on the Indian Health Care System and Indian people, organized according to the goals American Indian and state health care policymakers hope to achieve under reform: 1) Assuring the delivery of culturally-appropriate services to Indian people; 2) Maintaining or improving IHCS funding, and 3) respecting and preserving tribal sovereignty.
