This report examines local government spending for rural hospital and other health services during a period of substantial economic turmoil, 1977 to 1992. The period of study includes two recessions, a time of double -digit inflation and interest
rates, and a farm debt crisis. It also encompasses the implementation of New Federalism, transferring responsibility for some public services from the federal government to state and local governments. The purpose of this report is to provide insights into possible future behavior of local governments in rural areas in times of economic stress.
